One should ask their clients, as to whey they have website and why they need to build a website for their business. You would be surprised to know that many clients do not have a good answer to this question.
During the development work if the client does not have a clear idea of the site’s business objectives the client has no way to know whether it is succeeding or not. And this adds to the overall confusion and lack of direction for the website developer in the web development team. Due to this they have no standard benchmark or references on which they could base their decisions. And everything during the discussions and development becomes subjective and leads to problems as the development proceeds.
In general the discussions between the client and the web programmers would involve design, usability and development. But ideally the discussions should focus on establishing concrete business objectives which will provide the necessary framework for decision making for the client and the development team. As the name suggest, it is not about some actions on ecommerce or shopping sites, or asking users to sign up for newsletters, take a survey, take a part in discussions forums, etc. (though all this is also an essential part of the action required from the end users as the desired objective for users). It is necessary for the website developer to do the user testing in order to know if a call to action is going to work.
